Togepi was surrendered to the care center as a stray, and we have no history on her behavior in a home environment. Togepi has not acclimated well to the kennel environment and has allowed only minimal handling since intake. She has shown defensive escalation and handling sensitivity, growling and baring her teeth during medical examination, and growling and muzzle punching the kennel door as staff approach. In one incident, having previously been soliciting attention and petting, she head whipped and bit a handler's hand when they adjusted the leash around her neck; this was a bite-and-release that did not break skin. Due to her highly fearful and defensive behavior, we recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.
